Streamlining Government Records: Eliminating Departmental Silos

The guidelines for Phase 3 of the Digital India Land Records Modernization Programme (DILRMP 3.0), aimed at integrating land ownership records and details, have been released. The project is being implemented for the period 2026–31 at a cost of ₹565 crore. Union Minister Shivraj Singh Chouhan stated that the initiative aims to build a system to unify and digitally store land ownership records, registration details, and maps.

By integrating records into a unified digital system, the fragmentation of land-related information and documents across various government departments can be avoided. According to the Phase 3 guidelines, states can interlink these records and maintain them digitally, which will also be linked to a national-level digital platform. Ownership of the land-related records will remain strictly with the respective state governments.

Every landowner will be issued a 14-digit Bhu-Aadhaar (Unique Land Parcel Identification Number - ULPIN). For land details in urban areas, mapping will be conducted via the 'NAKSHA' app, and property cards will be issued to owners. Once fully implemented, citizens will no longer need to visit multiple government offices for documents required for bank loans and other needs. The entire cost of the project is borne by the Central Government.
